The special Security Audit Programme regarding the Airport Security Arrangements and the Civil Aviation Security Programme
- Sri Lanka is a signatory State to the Convention on International Civil Aviation and as such, functions as a Contracting State since 1948. In October 2001, the Declaration on the misuse of civil aircrafts as weapons of destruction and other terrorist activities involving civil aviation was adopted being a resolution at the 33rd Session of the International Civil Aviation Organization (ICAO). In accordance with the said Resolution, a Special Security Audit Programme has been implemented in stages pertaining to the Airport Security Arrangements and the Civil Aviation Security Programmes carried out by the Contracted States since 2002. Accordingly, the proposal made by Hon. Arjuna Ranatunga, the Minister of Transport & Civil Aviation to enter into a Memorandum of Understanding (MoU) between the International Civil Aviation Organization (ICAO) and Sri Lanka, to implement the Continuous Monitoring Approach' scheduled to be taken up as phase III of the ICAO under the 'Universal Security Audit Programme - was approved by the Cabinet.
