Establishment of a Methodology for the selection of Beneficiaries for Welfare Programmes

- It has been planned to establish a database on welfare beneficiaries in order to create a more transparent system for the selection of beneficiaries eligible to receive benefits under various welfare programmes implemented within the country. Accordingly, the proposal made by Hon. Mangala Samaraweera, the Minister of Finance & Mass Media, to refer the Regulations drafted under section 27 of the Welfare Benefits Act, No.24 of 2002 to the Legal Draftsman, including the provisions such as, the mode of application for obtaining benefits, establishment of Selection Committees and Appeal Committees, eligibility for such appointments, the responsibilities of such committees, the methodologies to be adopted for ensuring the accuracy of the information provided in the applications, the mode of admission of beneficiaries to the programme and the procedure adopted in dealing with Appeals, was approved by the Cabinet.
