- It has been observed that the National Flag of the Democratic Socialist Republic of Sri Lanka is used against the Regulations stipulated in the Code for the use of the National Flag approved by the Cabinet of Ministers in 1986 in a manner dwindling the respect of the flag and also that national flags inconsistent with the specifications of the Standards of Sri Lanka Standards Institution are offered for sale in the market and as such, the proposal made by the Minister of Home Affairs, Hon. Joseph Michael Perera to instruct the Legal Draftsman to convert the Code to a law of the country in order to prevent the disrespect caused and misuse of the flag and also to appoint a Committee to design a officially recognized ceremonial flag to be used in ceremonial occasions by the Government as well as the general public, was approved by the Cabinet.
