- the proposal made by Hon. Ranil Wickremasinghe, the Prime Minister for the establishment of five Cabinet Sub?Committees to make an in-depth study of the issues relating to the respective subject fields and make appropriate recommendations in order to facilitate the decision making process of the Cabinet, was approved by the Cabinet.

(b) Cabinet Sub?Committee on Economic Affairs
(c) Cabinet Sub?Committee on Establishment Matters
(d) Cabinet Sub?Committee on Legislation
(e) Cabinet Sub?Committee on Procurement Matters

The Cabinet is vested with the responsibility of appointing Heads of Departments in terms of Article 55(2) of the Constitution. Therefore, to facilitate the appointment of more suitable persons to such posts, the responsibility of making recommendations for same is vested in the Cabinet Sub?Committee on Establishment Matters. The Cabinet also decided that the Secretary to the Cabinet should report to the Cabinet Sub?Committee on Establishment Matters in consultation with the Public Service Commission and the relevant administrative authority, in this connection.
