Ekanayake, Minister of Culture and the Arts, for the construction of the John de Silva Memorial Theatre as a fully fledged performing theatre with modern facilities and to award the contract for the above to the lowest responsive bidder, as recommended by the Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.
