- it has been observed that, protecting particularly the youth and the future generations of our country from indulgence in intoxicants such as being addicted to heroine, alcohol, tobacco etc., is a national priority. Cabinet of Ministers considered a proposal made by Hon. Maithripala Sirisena, Minister of Health to implement a National Programme in collaboration with all State and Private Sector Organizations with community participation, to build a society free from indulgence in intoxicants. After discussion, Cabinet decided to appoint a Cabinet Sub-Committee under the Chairmanship of H.E. the President and consisting of the Hon. Minister of Health and other relevant Ministers, to be assisted by an Officials' Committee comprising of Senior Officials, for this purpose.
