- the proposal made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture, to enact new Legislation in place of the existing Legislation, to deal with matters relating to soil conservation and land degradation more effectively in keeping with the accelerated development activities of the Government was referred to the Cabinet Sub-Committee on Legislation for recommendations.
