- it has been observed that the teaching process that has to be adopted for the children with visual and hearing impairments, Autism etc. is more complex than that of normal students and it is essential to provide special equipment and facilities and specially trained teachers for their education. The proposal made by Hon. Bandula Gunawardena, Minister of Education, to establish Resource and Information Centres for students with special needs with financial allocations to be provided under the Medium Term Expenditure Framework 2013 - 2015 and for the implementation of special education programmes with a proper co-ordination with the Ministries of Education, Health, Social Services, Vocational Training and Media, was approved by the Cabinet.
