- the primary objective of this initiative is to achieve national economic development by bringing the dividends of ICT   within the reach of every village and citizen of the country.  The ICT literacy rate which was less than 8% in 2005 had surpassed 35% by 2012, primarily due to the expansion of the 'Nenasala' Network in remote areas.  The above project is to be implemented over a period of 5 to 6 years, commencing in the first quarter of 2014.  The proposal made by H.E. the President, to proceed with the project, subject to stipulations laid down by the General Treasury, was approved by the Cabinet.
