- Proposal Submitted by the Hunan Road & Bridge Construction Group Corporation of the People’s Republic of China - Trincomalee has been identified to be developed as a Metro City in the Eastern Region and the construction of an Outer Circular Road to the city of Trincomalee is considered essential to provide proper accessibility from various directions.  The proposal made by H.E. the President, in his capacity as the Minister of Ports and Highways, to award the above contract as recommended by the Standing Cabinet Appointed Review Committee (SCARC), was approved by the Cabinet.  Preliminary work of the project is to be commenced on a priority basis with funds allocated for the year 2013 and the balance will be provided under the Medium Term Budgetary Framework 2014-2016.
