the proposal made by Hon. W.D.J. Seneviratne, Minister of Public Administration and Home Affairs, to commence initial works of the project utilizing funds allocated for 2013 and carry out the remaining works with funds to be provided under the Medium Term Budgetary Framework 2014 - 2016 and to award the contract on competitive bidding basis, was approved by the Cabinet.
