Establishment of Welikada Prison Complex at Millewe, Horana and utilization of the premises of Welikada Prison for a Mixed Urban Development Project

- The Welikada Prison Complex, located on a 42-acre land, is planned to be relocated on a land called Millewa Watta, Horana in extent of 200 acres. Taking into consideration the future needs, it has also been planned to construct a new prison complex on the said land and transfer the land on which the Welikada prison is located at present to the Urban Development Authority to grant the same to the formally selected local and foreign investors on long term lease basis to carry out development projects. Accordingly, proposals of the Memorandum submitted jointly by the Hon. Prime Minister in his capacity as the Minister of Urban Development and Housing and the Minister of Justice to implement the proposed project, were approved by the Cabinet.
