-A programme has been designed to construct and maintain car parks through selected investors by following the open competitive bidding procedure for the purpose of minimizing the traffic congestion caused by the vehicles reaching Colombo and suburbs daily and the vehicles parked on the sides of the roads. Accordingly, the proposal made by the Hon. Prime Minister in his capacity as the Minister of Urban Development and Housing to implement the said project under the following two (02) methods, was approved by the Cabinet. * Request for proposals from Private Sector investors for the construction of multi-storied car parks constructed under general conditions and multi-storied mechanical vehicle parks at 08 locations in the city of Colombo and in Battaramulla, Anuradhapura and Kandy, as a Public-Private Partnership Project.

* Request for proposals to construct multi-storied car parks under general conditions and mechanical car parks including housing units and office spaces and other appropriate projects at Narahenpita, Telecom Parking Land at Pettah, car Park at the land where Otter Sports Club Colombo 07 is located, Kinsey Avenue at Colombo 07, enabling the cost incurred for the project to be generated within the project itself ,on pre-sale basis.
